BIOGRAPHY

Garth McComb is a Quantum & Delay Expert with more than 30 years of international experience in the assessment of construction claims, delay, disruption, prolongation costs and quantum-related disputes. Having provided expert testimony in more than 20 arbitration and litigation matters, he is recognised for delivering clear, independent and commercially grounded opinions on complex projects across the infrastructure, energy, rail, oil and gas, and building sectors.

Garth is widely recognised for his expert witness work, having provided expert testimony on more than 20 occasions in arbitration and litigation proceedings. He has acted as a Quantum Expert, Delay Expert and Quantum & Delay Expert across a broad spectrum of disputes, preparing expert reports, witness statements and independent assessments that assist tribunals, courts and parties in understanding both the technical and commercial dimensions of construction claims.

Beyond his expert appointments, Garth serves as Director of Plus Three Singapore. He is also an RICS ACRE Accredited Mediator and AIAC Accredited Adjudicator, bringing a practical and balanced perspective to dispute resolution. His experience extends beyond expert witness work to include mediation, adjudication, claims strategy, contract management and commercial leadership on major projects throughout the region.
